Throughout her distinguished career, Renee has successfully led numerous state public health campaigns, tailoring media strategies to connect with a wide range of populations, including niche groups like the LGBTQIA+ community. Her leadership shines in managing large-scale projects, where she excels at aligning teams, timelines, and resources to ensure every campaign meets its objectives and is delivered on time and within budget.

Ask Joyce, and she'll tell you: every successful campaign starts with solid research. With her extensive background in media management, including serving as the key liaison between Singleton & Partners and the Ohio Dept. of Health, she's led more than 200 behavioral change marketing initiatives.
Joyce combines first, second, and third-party data working closely with clients to identify target audiences and craft the most effective media strategies and platforms to hit campaign goals.
As our go-to media expert, she’s in charge of all paid media recommendations and negotiations. She’s always focused on maximizing impressions, securing added value from vendors, and, of course, hitting our clients' key performance indicators (KPIs).

With extensive experience in media management, Darla has worked with a variety of organizations, including the Ohio Department of Mental Health & Addiction Services, Ohio Department of Insurance, Department of Education and Workforce, Ohio Department of Aging, and the Cleveland Museum of Art.
Darla is an expert at creating innovative out-of-the-box media strategies that help pinpoint target audiences and identify the most effective media platforms. She utilizes various digital media platforms and integrates videos in her plans to reach the intended target audiences. Her expertise is in broadcast media, placing millions of dollars in radio, TV, and cable annually.
She’s a firm believer in the power of research, always diving into pre-campaign insights, analyzing audience media habits, and coordinating recommendations for the ideal ad platforms. On top of that, Darla excels at strategically planning, negotiating budgets, managing vendor deliverables, and approving media plans—every time aiming to get that extra “over and above” value for our clients.

Allea has deep expertise in negotiating advertising space across print, radio, TV, billboards, and online platforms. As a media buyer, she is well-versed in placing digital media, including social, CTV, streaming, and non-traditional.
Allea is passionate about digging into market research to pinpoint the right medium and placement for every campaign, making sure it connects with the right audience most effectively.
By analyzing demographic data through mathematical formulas, Allea tailors each campaign to meet her client’s unique goals, all while keeping an eye on costs and working within the set budget. She also sets up benchmarks to track progress and closely monitors Marjorie™ to keep everything on track.

Kandace Jackson

As our Production Project Manager, Kandace is responsible for overseeing all aspects of production related to projects, including production and promotions.
Kandace sets deadlines, assigns tasks, and monitors progress, providing regular updates to team members on the status of each project. She also coordinates with various departments to make sure every project component is completed to meet client needs.
Kandace works closely with clients to ensure that deliverables stay within the agreed scope and budget. She tracks production progress, identifies potential delays, and ensures adherence to quality standards and procedures. She is also committed to implementing process improvements that enhance efficiency and reduce costs.
Before joining Singleton & Partners, Kandace spent 9 years in banking as an Escalation Supervisor / Complaint Resolution Specialist. This highlights her ability to provide high-level customer service while overseeing multiple projects. During her tenure, she won many awards, including Employee of the Year and Horizon Award for Leadership.

Chris Webb

Relevant Experience: Chris Webb is an Emmy, Promax, Webby, award-winning filmmaker, creator, and journalist. Chris headed up the Cleveland Museum of Art, New Black Vanguard, as the Creative Director, which won him as well as the Cleveland Museum of Art, a national Telly Award.
Chris has worked as a Creative Director on a wide range of campaigns including Donate Life Ohio, Hear Her (ODH), Picturing Motherhood Now (CMA), Alcohol Misuse (OMHAS), Help Me Grow (ODH), and Smoke Reduction During Pregnancy (ODH).
A graduate of the California Institute of the Arts, Chris has had his work featured on HBO, MTV, the Tribeca Film Institute, and other national channels.
In the advertising realm, Chris worked on national ad and promotional campaigns for the Essence Film Festival, the National Civil Rights Museum, Children's National Hospital, and The White House.
His unique artistry blends storytelling, filmmaking, and visual poetry to create impactful content that resonates locally and globally. Chris is also a contributor at WKYC-3 (Channel 3 Cleveland), where he utilizes his unique approach to highlight important local stories.

Katarina Partika
Title: Audio/Visual Technician

Katarina is an integral member of our Creative Services department, bringing a wide range of expertise in modern media. As a graduate in Film and Media Art, she's the one behind the scenes, creating visually stunning and engaging video content. From shooting and editing raw footage to applying post-production magic, she brings ideas to life and ensures the final product aligns with the client's goals.
Katarina is also skilled at making sure all the elements flow smoothly, with seamless transitions, perfect audio sync, and a visually consistent story. Katarina knows how to use an array of creative techniques – from cuts and transitions to overlays and effects- to keep viewers hooked. She’s a pro with tools like Adobe Premiere Pro, Illustrator, and InDesign and always stays on top of the latest trends and techniques in video editing, ensuring that the content is always fresh.
As our Audio / Visual Technician, she works with the Creative Director in producing high-quality productions. Her work included a short film which won Best Production Design at Cleveland State University, was a finalist for Best Area Film at Youngstown International Film Festival, and was accepted into Cleveland’s Short. Sweet. Film Festival.

Tonya Block
Title: Project Manager
Education: MA in Social Work

Relevant Experience: 30+ years in Public Health and Behavioral Health Services
Tonya brings a wealth of experience to the team, having spent many years as a highly skilled project manager before joining us full-time. In her role, she is responsible for the seamless planning, organization, and oversight of complex projects, ensuring they are completed on time, within budget, and in strict alignment with the defined scope of work. Her exceptional leadership and strategic management ensure that every project meets the highest standards of success.
Tonya has been the Project Manager for the following campaigns: The Department of Education’s Career Technical Education Program, Ohio Mental Health and Addiction Services Alcohol Misuse, and Ohio Means Jobs – Built Environment Collaborative, in partnership with Falls & Co. Her experience with behavioral change programs provides her with a unique insight to managing similar marketing programs outlined in this RFP.
Prior to joining Singleton & Partners, Tonya worked in Public Health for 32 years overseeing a variety of programs including WIC, Teen Pregnancy Prevention, Bureau for Children with Medical Handicaps, Ohio Breast and Cervical Cancer Project, and Chronic Disease Prevention, until retiring from Summit County Public Health in 2022 as the Assistant Health Commissioner where she oversaw the Divisions of Nursing, Community Health, and Environmental Health.
Her education and experience make her an ideal fit for the role of Project Manager for OHMAS.
